A career law enforcement officer, Mark Spawn worked his way through the ranks in Fulton, New York, serving as the city’s Chief of Police for eleven years. He has been a consultant on projects including sex offender management, harm reduction (syringe exchange programs), policy development, and fingerprint identification. He has researched projects involving children of incarcerated parents, ignition interlock devices, child abuse, off-duty and plainclothes encounters, officer safety, and more. He was the Editor of publications for the New York State Association of Chiefs of Police and produced audio and video productions including APB: All Points Bulletin and The Legacy Project. Spawn was the voice of the “APB” podcast series and has provided voice-over for government and private sector training and film productions. He has appeared as a subject matter expert on Most Daring for law enforcement video clips. He served as a New York State Fire Instructor and in 2008 was appointed by the Governor as a member of the State Arson Board.
Chief Spawn is a member of the New York State and International Associations of Chiefs of Police, and award recipient of the Living Legends Program by the National Law Enforcement Officers Memorial Fund, Ten Outstanding New Yorkers, New York State Dept. of Health, NHTSA, and an FBI commendation for his work on a Bank Robbery Task Force.
